Vom Haupteingang im Hauptgebäude gelangt man über ein Vestibül in die Kuppelhalle, welche als Knotenpunkt des Verkehrs im Gebäude konzipiert wurde. Sie ist als Repräsentationsraum am schmuckvollsten ausgestaltet worden.
