I'm agreed, this picture is not the best, now I'd make it another way, for instance I hate my oversharpness here. But what's with horizon? I do not like when it's just flat, one very strait line done. I would prefer to have it slightly naturally curved.
And then, I do not like HDR. I hate this easy way, because even picture of nothing looks in HDR like masterpiece for uninitiated, and you shouldn't work on anything for success.
I would prefer to create, to experience with light and darkness, to learn with my own mistakes etc....

the scenery it self is perfect, but the final work is suffering in some point, like...
distortion, look at you horizon, this could have been corrected very easy with PS !
you also have overexposed areas, too long exposed !
(especially the huge towers and antenna on the right). also easy to correct with layers in PS.
grainy night sky, again easy to correct with Dfine a PS plugin.
as I said before, the Scenery is just perfect, but I know you can do much better, have a look on HDR photography that would be the best choice for such a picture.
