Under every picture when opened you see the text, "in Gallery, if a picture is not in the gallery yet it says, "not yet" and "propose now" when you click this you will be taken to the section where you can suggest a picture for gallery.

You - or whoever is writing in the Name of "James Robert Jr." - the " biographie" is written in the 3rd person !??? - hat "unreleased" the pics of James Robert Jr. for the voting procedure.
As long, as those pics are unreleased - neither James Rober Jr. or somebody else can propose those pics for the voting procedure.
General remark: If one propoes his own pic for gallery, the pic must be much better than other pics to be votetd for gallery - many people just don't like it, if people propose their own pics - and vote contra just for this reason.
