this was taken in Norway i dont know what kind it is can anybody help

It's definitely some species of Tiger Beetle. They are very fast and hard to capture on film. I'm not sure of the exact species over here in the US we have an extremely similar one the Six Spotted Tiger beetles (Cicindela sexguttata) yours could be a Green tiger beetle (Cicindella campestris).ps Nice shot I know how hard these things are to photograph.
