This is actually a reflection of fall foliage (a sugar maple tree) in the outflow from the Dixboro Road dam, Ann Arbor, Michigan.

To my eye there is the unmistakeable image of a Picasso-esque face in the reflection. So in a broader sense the picture could serve as a metaphor for confusion, when the supposedly orderly world around you looks fractured and chaotic
