Do you mean HDR (high dynamic range)?
HD - high definition - is any old picture at 1920 x 1080 pixels for 1080p HD display.
There are various resources on the internet to look this up yourself including:

To my knowledge it is not possible with elements. It is possible with photoshop, but most people use a stand alone program such as
http://www.hdrsoft.com/
or
http://enblend.sourceforge.net/
The later one is free, but the first one offers a free trial.

I think black and white photos are just as good as hd! I am pretty good at taking them!
You can also do this from the one picture if you shoot in Raw. Using a suitable editor make three copies of the image and tune them to suit. If you take flowers this works well as you do not get fringing.
