This might be a shot from 18...something, it looks quite classic and timeless in an oldfashioned kind of way...
The stern concrete wall contrasts nicely with the sensual bathers...and the reflection adds to the dreamlike quality of the shot.

1: Does the exposure and focus appear correct? Good exposure
2: Does the composition work well? The people are well placed in the image
3: Is there an identifiable subject? Yes, the people enjoying the water
4: Does the background / foreground clutter the scene or define it? The lines in the concrete along with the fence helps the image IMHO
5: Are people and objects in the scene level? Yes
6: Does the photo tell a story, invoke emotion? I feel that the image looks like a step back to a simpler time. The people enjoying the area by the water on a hot day.
