Look at images that other people have made and see how the ones that interest you the most have cropped, framed, which focal point they selected and how they controlled the depth of field and then just go out and shoot, shoot and shoot some more.

If you are talking about touching up image after taking shot then of course some photo editor like photoshop can help you out on this.
If you are talking about taking better pictures with your camera then I think you just have to practice a lot. Take lots of photos.

You have to take a lot and lot of photos and you also have to watch other photo taken by professional photographers. Try to learn rom their concept, their angle and know their focus. It is actually a research rather than knowledge. Not every one can take a good photo, it takes an abstract mind and a beautiful mindset.
