I have photofiltre on a CD, will try it now but from the few minutes I took to explore it, it didn´t seem to me much more better then PSP 7. But I will see, thank you for your answer!

Can I suggest you to the Fotophire Photo Editing Toolkit?

It's a piece of very lite software but does most of the job you need without being too complected.

Like the one click remove blurry function which has rescue lots of my blurry shots.

Have a check on https://photo.wondershare.com/

I am very new to photography and learning everyday.

I am looking for a programme which is simple to use for blurring faces, taking out tattoos, smoothing backgrounds etc, any advice is very welcome.

Maybe you better take advantage of ready-made solutions as online services? It will be easier and faster.

I use services that specialize in processing photos of different levels of complexity, from retouching to replacing the background and so on. If this kind of services you are interested in, I recommend to go on page https://retouchme.com/ and see for yourself.
